HALK MASLAHATY: IMPROVING THE QUALITY OF THE EDUCATION SYSTEM IS ONE OF THE PRIORITIES OF STATE POLICY

At the present stage of state development, the importance of obtaining quality education is steadily increasing, with the innovative development of which the spiritual, cultural and moral potential of society is associated. In this direction, on the initiative of the respected President of Turkmenistan Serdar Berdimuhamedov, comprehensive measures are being taken to address various issues of developing the national education system, guaranteed employment of graduates of higher and secondary specialised educational institutions.

There is no doubt that the upcoming September meeting of the country's highest authority, the Halk Maslahaty, will once again highlight the importance of young people receiving quality education. Issues of upbringing and education of the younger generation are invariably present in the speeches and reports of participants in the Halk Maslahaty meetings.

Today, the number of students admitted to higher education institutions in Turkmenistan increases annually. All conditions are created for citizens to obtain professional education. Opportunities are expanding for training highly qualified scientific and teaching personnel who are capable of preparing and training a generation that will have to solve important problems of society development in accordance with world educational standards. Based on this, the legislation on education is also being consistently improved.

An important step towards improving the education system was the adoption of a new version of the Law of Turkmenistan «On Education», which regulates the legal basis of public relations in the field of education, defines the basic principles of state policy in the field of education, as well as the goals, objectives, functions of the education system and the procedure for managing its activities.

In Turkmenistan, young people receive direct support from the state in the field of education. Among the priority tasks are the identification, support and encouragement of talented young people, the education of young people in civic, patriotic, spiritual and moral feelings, and the improvement of legal culture.

In accordance with national principles and established international practice, the content, educational content and scientific and methodological base of curricula, textbooks and manuals are constantly being improved. Constant work is being carried out to provide educational institutions with textbooks and teaching aids, as well as to preserve and use them effectively. The Innovation Information Centre of the Ministry of Education operates. The «Program for Improving the Activities of Preschool Institutions in the Field of Early Development and Improving the Child's Preparation for School in Turkmenistan for 2020-2025», «The Concept for the Development of the Digital Education System in Turkmenistan», «The Concept for Improving the Teaching of Subjects in Natural and Exact Sciences in Turkmenistan», «The Concept for Improving the Methodology of Teaching General Education Programs in Turkmenistan until 2028» are being implemented.

The radical reforms of the education system being implemented in Turkmenistan, combining national and positive international experience, contribute to a significant improvement in the quality of education at all levels of educational institutions.

Much attention is paid to improving the skills of young people in the field of digital technologies, developing high-quality professions, improving the skills of teachers and specialists, and developing digital education. Educational institutions in this area are working very dynamically and successfully, achieving great success.

Digitalisation of education is carried out in several important areas: expanding access to education, providing personalised education, developing digital skills, developing interactive learning formats, developing diverse learning methods, analysing and evaluating progress using artificial intelligence, creating innovative education models, effectively managing education systems and preparing for the future.

In general, state youth policy includes a set of socio-economic, political, cultural, organisational and legal measures aimed at ensuring the rights, freedoms, state guarantees of young citizens and their support.

Active participation of young Turkmen citizens in the economic, political and cultural life of the country, the upbringing of an erudite, educated generation with a broad worldview remains an issue that is invariably given special importance at the state level.

In the new historical epoch, our country has provided all the opportunities for young people to receive a high-quality modern education. Guided by advanced world experience, broad opportunities are being created for young people to receive a modern education, engage in science, sports and creativity. The foundations and methods of educational work are being modernised.

It should be noted that increasing the economic power of the Motherland, building up educational and intellectual potential, improving socio-political life primarily depend on the level of training of the younger generation. The rapid development of science and technology, the development of new technologies, the active integration of our country into the global educational space require modernisation of teaching methods in educational institutions.

Today, Turkmenistan, widely celebrating the 34th anniversary of independence and the 30th anniversary of neutrality, is confidently moving forward along the path of progress. All the capabilities of our sovereign state are aimed at achieving the high goals set, ensuring a happy and prosperous life for every citizen and all the people of the country.
